There is no more important resource in a country’s development process than its human resource. 

It is with this central paradigm in mind that the National Planning Authority commissioned a study

 in 2014 to explore the possibility and likelihood of Uganda experiencing and harnessing a demographic dividend.  

The idea of population being a crucial factor in development planning has already been espoused by the 

National Planning Authority and indeed the country.
