Report shows strong and steady commitment by Uganda for Family Planning
The Government of Uganda at the Family Planning Summit in London, UK During the Nairobi ICPD25 summit, the Government of Uganda updated its national commitment for family planning with its revised targets to reduce unmet need for family planning to 10 percent and increase the modern contraceptive prevalence rate among all women to 50 percent by 2022. The Government further committed to allocate USD 5 million annually for procurement and distribution of RH/FP supplies and commodities to the last mile.
Sexual reproductive health and in particular Family planning is one of the key pillars in accelerating the opening of the window of opportunity to harness the demographic dividend. Sexual and reproductive health Rights are defined as fundamental entitlements to have control over and make informed decisions on all matters related to sexual reproductive health free from coercion, violence, and discrimination. Family planning is a key dimension of reproductive rights that enables couples and individuals to decide freely and responsibly the number and spacing of their children and to have the information and means to do so.
Family Planning Costed Implementation Plans
UNFPA has supported development of the National and District family planning costed implementation plans to facilitate prioritisation of FP integration in national and district development plans and budget framework papers for mobilisation of domestic resources. The FP CIPs play as critical resource mobilization tool by articulating the resource requirement and as advocacy tool as well by showing the benefits of in vesting in family planning using a scenario based approach.
Key Findings of the Resource flows for Family Planning – 2014 to 2018 in Uganda
- The 2018 Resource Flows Survey on Family Planning in Uganda revealed that about UGX 149 Billion (USD 40.2 million) was received for Family Planning (FP) activities in 2018; having increased from about UGX 106 Billion (USD 28.6 million) received in 2017. The amount realized for family planning surpassed the 2017 commitment of USD20million annually by both development partners and government, and achieved 101.3 percent of the family planning costed implementation plan annual estimate of 2018.

International organisations including USAID, DFID, UNFPA remained the main source of income for Family Planning activities in Uganda in the last 5 years accounting for 61 percent (UGX 91 Billion) of the total income received in 2018. The percentage contributed by International organisations is on the declining pace as domestic financing increases.

- FP funds absorption rate was high throughout the 5 years, reported at above 96 percent.
- In 2018, public institutions that received FP funds are Ministry of Health (UGX. 52 billion), National Medical Stores (UGX 7 billion) and Mulago hospital (UGX. 6 billion).
- Marie Stopes remained the major private institution that received the greatest share of about 27 Billion representing 18% of the total income received in 2018
- Condoms were the most purchased contraceptives commodities accounting 30 percent in 2018. Other highly purchased contraceptives were Injectable at 23.7 percent.
