The United Nations Population Fund (UNFPA) is an international development agency that promotes the rights of every woman, man and child to enjoy a life of health and equal opportunity through programs in Population and Development, Reproductive Health, and Gender. The Reproductive Health Component of the 7th Government of Uganda/UNFPA Country Program includes activities for supporting the operationalization of the Road Map for Accelerating the Reduction of Maternal and Neonatal Morbidity and Mortality through support to the implementation of the Health Sector Strategic Investment Plan. Strengthening of midwifery services in the country has been prioritized as a strategy to improve the quality and access to skilled attendance at birth.

UNFPA and the Ministry of Health in partnership with other Development Partners, the International Confederation of Midwives (ICM), CSOs and other nursing and midwifery stakeholders, are working to implement programs to support the improvement of the quality of midwifery education, and strengthening the capacity and systems for nursing and midwifery regulation and practices. Among these activities is the review of the Uganda Nurses and Midwives Act, 1996 which has become necessary due to recent changes in the socio-economic, technological, and health service delivery environment.

With respective to the above, UNFPA on behalf of the Ministry of Health seeks the services of a team of two experienced consultants with the following qualifications to review and draft an amendment bill to the Uganda Nurses and Midwives Act 1996. The team of consultants should between them have the following qualifications and experience.

  • Minimum Masters Degree in Law

  • Minimum Masters Degree in Public Health, Nursing or Midwifery

  • Proven experience in policy development, policy analysis and legislative drafting

  • Understanding of health related laws, policies, guidelines, codes of conduct and professional ethics

  • Demonstrated competences on working on issues of health and human rights

  • Knowledge of functioning of health regulatory bodies

  • Proven up-to-date knowledge about Ugandan situation or similar African country in terms of pre-service nursing and midwifery education and regulatory procedures

  • Understanding of the Uganda health systems particularly Human Resources for Health issues

  • Experience of clinical care standards of nursing and midwifery practice
