For Fred Kasule, the Senior Community Development officer of Mubende district, development of the district work plan for UNFPA activities had become a routine, while implementation was then a matter of ensuring that activities are done on time.

This all changed when Fred, along with other staff of Implementing Partners (IPs) and UNFPA was trained on Results Based Management (RBM). Organized by UNFPA and POPSEC, the training was to improve management effectiveness and accountability by defining realistic results, monitoring progress toward the achievement of results, integrating lessons learned into decisions and reporting. The training highlighted the need to implement activities in such a way as to ensure that there is value for money.

Fred Kasule explains: “Normally you would want to beat the deadline and you implement as fast as possible to report on time in order to get the next disbursement. After the training I' am in position to programme well and do better implementation which emphasizes value for money. The training has opened my eyes, I have learnt how to link the whole process right though from planning to implementation, monitoring and finally achievement and reporting of results.” IPs indicated a better understanding of their roles in the country programme.

Joanita Kemigisha from CDFU said, “The training has been very beneficial because it has shown us that as IPs, that it is not just a matter of implementing activities so we can say we have implemented. The training has shown that both the IPs and UNFPA have a stake and must work hand in hand in reporting on results. That requires being efficient and effective in our implementation. It is important for IPs’ capacity to be built regularly if they are going to contribute more meaningfully to achieving the Country Programme results.”
