UNFPA in collaboration with the Uganda Human Rights Commission(UHRC) would like to engage an individual consultant to facilitate the process of improving the technical quality of Bills developed in UNFPA- supported districts with the aim of developing ordinances on GBV prevention and promotion of SRHR to meet the required quality standards for approval and gazzeting by the Solicitor General’s office. The ordinances aim to: Address Gender Based Violence and Harmful Practices (Child Marriage and Female Genital Mutilation) and promote access to integrated SRHR services and addressing factors that increase women and girls’ risk of violence (for example, drug and alcohol abuse and school dropout). 

Objectives of the consultancy:
1. To review seven (7) draft district bills on GBV prevention and promotion of SRHR in four UNFPA supported districts (Yumbe- 3; Kotido, -2; Kampala-1; and Pader-2) and improve the quality of the bills to meet the standards for gazetting the bills to ordinances by the office of the Solicitor general.
2. To Support Kitgum district develop an issue paper for development of a bill on ending Teenage Pregnancy and child marriage
3. To follow up on the status two (2) district bills submitted to the office of the solicitor general by two UNFPA supported districts - Kyegegwa and Bundibugyo to the office of the Solicitor General and address any comments that may arise from the Solicitor General’s office.
