Contract duration: 60 days
Purpose of Consultancy
In collaboration with the MoH – Health Promotion, Education and Health Communication Division, the consultant will facilitate the process of reviewing the Family Planning advocacy strategy to strengthen networks for advocacy for increased access to SRH/FP for the population including the young people.
Specific objectives are:
- To raise awareness of population dynamics among multiple policy and decision-makers
- To strengthen political commitment and enabling policy environment for FP programming at all levels
- To increase the availability of equitable high-quality FP services and information
- To increase demand for FP services across the country
- To strengthen supply chain for availability of range of contraceptive methods for informed choice
Task and Responsibilities
Under the overall supervision of the Representative and direct supervision of the Programme Analyst FP/RHCS and Commissioner Health Services - Health Promotion, Education and Health Communication (MoH), the consultant will undertake the following specific tasks:
- Work with the constituted team at MoH for constant guidance in fulfilling the objectives of the assignment.
- Conduct a situation analysis and summarize report looking at the following:
- An analysis of the current situation with regard to population dynamics (annual growth rate, TFR, demographic transition, contraceptive use and related issues,
- The environment for SRH/ family planning use and the environment for policies and programs; and,
- The strengths, weaknesses, opportunities available, and risks/threats (SWOT) analysis.
- Engage the wider stakeholders during the review
- Review the Current FP Advocacy Strategy and come up with a Revised one focusing on three intermediate results:
- Policies supporting FP programme in Uganda
- Equitable and high quality FP information and services accessible for all
- Positive change in Reproductive Health beliefs and behaviors among communities
- Strengthened supply chain for commodity availability at all levels
The Approach of Review:
The review process of the National Family Planning Advocacy Strategy will involve mechanisms for increasing access to SRH/FP to the population with a focus on the young adults. Following this review, UNFPA will strengthen networks for advocacy involving parliamentarians and district leaders to build strong networks of champions to advocate for FP/SRH and adolescent health budget allocation, demand creation and quality service delivery. UNFPA will also use the findings from the tracking exercise of government commitments to advocate for increased domestic resource allocation and utilization for FP programmes. The Strategy will incorporate the priorities in the family planning program, in line with the Family Planning Costed Implementation Plan (2015-2020) and take into consideration the issues and challenges identified therein, including the policy environment affecting the implementation of FP interventions spelled out in the FP CIP. These include the availability and quality of information and services, the beliefs and behaviours of the community towards family planning.
The consultant is expected to conduct document reviews, hold partners meetings with different stakeholders including the religious, political and cultural leaders to get their views to inform the strategy. The consultant may also consult in an informal way with the community and other community stakeholders including health workers to obtain their views and the status of FP at district and community level. This will inform the documentation process to draft a report. Thereafter, the consultant will facilitate in a validation meeting organised by MoH. Upon finalisation of the strategy, a report will be submitted to MoH and UNFPA.
Deliveries:
The consultants shall furnish the following deliverables as expected to the Commissioner Health Services - Health Promotion, Education and Health Communication (MoH) with copies to UNFPA:
- Inception report with a detailed roadmap based on the provisions of the terms of reference approved by Commissioner Health Services - Health Promotion, Education and Health Communication MoH.
- Summarised situation analysis report
- Draft National Family Planning Advocacy Strategy (electronic copy)
- Final National Family Planning Advocacy Strategy (electronic copy)
Monitoring and Progress Control:
The Commissioner Health Services (Health Promotion, Education and Health Communication in Ministry of Health and the FP/RHCS focal point at UNFPA will monitor progress of the work and give regular feedback to UNFPA Representative and to the Director General of Health Services at MoH. The consultant will give monthly report of the progress to the constituted team.
Supervisory Arrangements:
The consultant will report to Commissioner Health Services (Health Promotion, Education and Health Communication in Ministry of Health and to the FP/RHCS focal point at UNFPA.
Expected Travel:
The consultant is expected to travel to some districts as guided by the Commissioner Health Services (Health Promotion, Education and Health Communication in Ministry of Health to engage with districts and other stakeholders on advocacy strategy. The consultant will hire a vehicle that will be paid for basing on UNFPA policy, to facilitate movements to the identified districts for not more than 10 days including travel days. The consultant will be paid DSA to facilitate stay at the districts.
Qualifications and Experience
Education:
Advanced University Degree (Master’s Degree or PhD)
Experience:
- Previous experience in undertaking international consultancy with specialty in any of the following areas - Public Health, Health Promotion, Health Communication, Behavioral health sciences or other related fields.
- At least 5 years of relevant experience in advocacy or similar exercises in health related programs, health systems strengthening and strategic plan development.
- Strong writing and communications skills are an asset. The consultant should have prior experience of doing similar jobs with a focus on Family Planning and the entire RH.
- Good understanding and ability to work with central government and district local government is added advantage.
Inputs/services to be provided by UNFPA or implementing partner:
The consultants when applicable may sit at UNFPA especially during the review of documents and at the report writing period. The FP/RHCS focal point will offer them assistance in that regard.
Terms and conditions of payment:
The consultant will receive 50% of their fees (20% upon submitting the inception report and 30% upon submission of a Draft National Family Planning Strategy). The balance of 50% will be paid upon submission and acceptance of the final Revised Strategy.
