Request for Proposals -UNFPA/UGA/13/002: Mid-Term Evaluation of the UN Joint Programme on Population

In January 2011, the United Nations and The Government of Uganda approved a 4-year (2011-2014) United Nations Joint Programme on Population (UN JPP), “Investing in People”, involving a partnership of UN agencies, GoU, NGOs and development partners. The goal of the UN JPP is to contribute to accelerating the onset of a beneficial demographic transition in Uganda. This is in line with the priority of the United Nations Development Assistance Framework (UNDAF) and the National Development Plan (NDP).

With the United Nations Population Fund (UNFPA) as the Administrative Agent, the UN JPP is implemented jointly through ten UN agencies, viz; International Labour Organisation (ILO), International Organisation of Migration (IOM), United Nations Human Settlement Programme (UN HABITAT), World Health Organisation (WHO), World Food Programme (WFP), United Nations Population Fund (UNFPA), United Nations High Commissioner for Refugees (UNHCR), UN-WOMEN, United Nations Children Fund (UNICEF), and UNAIDS. Government ministries include; Ministry of Finance, Planning and Economic Development; Ministry of Local Government; Ministry of Lands Housing and Urban Development; Ministry of Education and Sports; Ministry of Health, Ministry of Gender Labour and Social Development; Population Secretariat; National Planning Authority; Uganda Registration Services Bureau and Uganda Bureau of Statistics.

The United Nations and GoU Joint Programme on Population (UN JPP) is implemented in 15 districts in Uganda. The main purpose of the evaluation is to assess the programme progress towards achieving the four outcomes of the UN JPP over the two and half years of the programme against the baseline that has been established earlier.

The bids shall reach UNFPA’s reception no later than 9th April 2013, at 4.00pm. Bidders shall submit sealed separate technical and financial proposals all sealed in one outer envelope clearly marked “BID for the Mid- Term Evaluation of the UN JPP” (for hard copies) and e-mail for electronic copies. Electronic bids shall be submitted only to e-mail address:[email protected] Bids received after the stipulated date and time shall not be accepted under any circumstances. Bids delivered through courier and post later than the due date shall not be registered and shall be returned unopened.
