UN Joint Programme on Gender Based Violence in Uganda, funded by Norway, was launched 2008 with Phase I to address the North and North Eastern regions in the country after the reduction of nearly 20 year era of violence and crimes. In 2011, Phase II of the JP on GBV ‘strengthening the multisectoral approach to gender based violence prevention and response’ took off. It is being implemented by civil society actors in Acholiland, Karamoja and Teso/Lango sub-regions through 4 UN agencies; UNFPA as an administrative agent, UNICEF, UN Women, and FAO. Government of Uganda is represented by Ministry of Gender, Labor and Social Development.

JP on GBV Phase II is a 3-year programme and it is implemented in 12 districts in Uganda. The goal of the programme is to contribute to the creation of GBV free society in Northern Uganda where women and girls are protected and empowered to assert their rights and are treated with dignity and respect. The programme interventions are linked to the United Nations Development Assistant Framework (UNDAF) as well as Peace Recovery and Development Plan (PRDP). Year 2013 is the third and final year of implementation under Phase II. The main purpose of the Final Evaluation is to assess the joint programme achievements, to gain knowledge of the results and to identify possible constraints and challenges for further recommendations and action points to be prepared to guide the development of the Gender Based Violence Programme interventions.

The bids will reach UNFPA’s reception no later than 29th April 2013, at 15.00 hrs, Uganda time. Bidders shall submit sealed separate technical and financial proposals all sealed in one outer envelope clearly marked “TECHNICAL OR FINANCIAL” proposal (for hard copies) and separate e-mails for electronic copies.

Electronic bids shall be submitted only to e-mail address: [email protected]. Bids received after the stipulated date and time shall not be accepted under any circumstances. Bids delivered through courier and post later than the due date shall not be registered and shall be returned unopened.

UNFPA reserves the right to accept or reject any or all bids.
